I am strangely fond of this one, and I don't really know why. It does fall into the "clearly a standalone episode" category that I always favour, but that's not really that unusual in TNG. It does have a lot of Michelle Forbes, but that's also not enough to explain it on its own.
I didn't recognise one of the Romulans as the mother in (the not-terrible-but-not-great) "Timeless", how fun!
Looking back, it is indeed impressive how well the special effects turned out.
I've always loved this episode, and I think it's because it doesn't feel like any other episode. The 'fly-on-the-wall' aspect plays well for comedy, and the Romulans play well for drama - win-win!
Also: "not-terrible-but-not-great" is a brilliant description of Timeless! 🤣
You're right, of course, the addition of the Romulans (with their splendid ships) is always helpful.
I remember the twist discovery of the Romulan who's also out of phase is fun. But I do muddle it up with the similar in basic premise reveal in a certain sixth season episode that's still in our future. The one with a future Babylon 5 main character in a mostly bit part... (I learn fascinating things about that Babylon 5 main character actor's other Trek work via their Memory Alpha entry, perhaps we can dive into that more when we get to that episode).
It is fun watching the crossovers in casting between shows you've watched. It is, however, one of the most time consuming parts of each WAM - digging into the bit players and checking if we might know them from somewhere else. 😀
